This artifact was created by using 2 Flood Dragon's Horns as the basis and then smelting ten thousand pounds of Spirit Stone to quench it into being. The more Qi spent while using this artifact, the more powerful it becomes.

Spellbound Scissors is a Legacy Artifact.

Obtainment

Learn the Learn the Forgotten Records of Stars manual (obtained as a random drop from Ancient Cultivators), and craft it with an Artifact Crafting Skill Level of at least 20 to obtain the Incubation item.

The incubation needs to be carried while consuming 100,000,000 Qi to receive the legacy artifact, which can then be claimed, locking the item to that cultivator. It is best done by passing tribulations of high grade while carrying this incubation.

Uses

The artifact has a relatively low base damage compared to other artifacts, however it compensates by its special effect.

The artifact increases in damage by 10% for every 10,000 Qi consumed, up to a maximum of 1000% (11x damage) at 1,000,000 Qi consumed. This resets when replenishing Qi to the artifact. Since this effectively requires that the artifact have a very high Max Qi, it is best used by Shendao cultivators.
