It can be obtained as a rare purchase from Sects, the Merchant, or Auction. Purchasing it from the Auction is not recommended, as it often costs significantly more than other sources.
Effect[]
Due to its significant increase to Building Speed, it is a very helpful tool that can be used in early stages of constructing a base. It speeds up all building tasks, especially those taking long periods of time to complete, such as changing the type of Terrain.
Despite the base effectiveness values, the item actually only provides half of the bonus due to the Quality being 0. However, this also means that a Gear type Incarnated Sentient Spirit receives triple the bonus.
All regular Scrapers obtained in the game have 0 Quality, however there is a unique Scraper obtainable in 
Sunstop Town with Quality, which makes this Scraper more effective than regular Scrapers.
