Sacred Nimbus Plate is a rare equipable Tool that improves Luck and Base Mental State of the wearer. It is exclusive to the Immortal Tales of WuDang DLC.
Compared to Scented Sachet that has a similar effect on the Mental State, Sacred Nimbus Plate does care about the material it's made from.

How to Obtain[]
Can be found at Southrock Palace, bought from other sects with 10 spirit stones, received as loot from hostile NPC invaders, or could be the Personal Treasure of a non-hostile NPC and gained from them one way or another.
Despite having a recipe in the game code, the Sacred Nimbus Plate cannot be crafted, as no building contains its recipe.
Utility[]
How useful a Sacred Nimbus Plate is going to be ultimately depends on its material.
The most common variant is the one without a Material that can be purchased from Sects, which only has half the item's Base Effect, and therefore improves the Base Mental State by only 3 points, an amount too small to be a meaningful contribution. There's no problem with using it the effort to get one is fairly low, but going out of your way in this case is hardly justified.
On the other hand a Sacred Nimbus Plate made out of high grade material with high Work Speed Coefficient could have the Base Mental State bonus increased to 10 or higher, making it a real treasure for Golden Core and Primordial Spirit Cultivator. This variant is much less common due to its low droprate. The two freely lootable Sacred Nimbus Plates found in Southrock Palace provide a boost of 12 
and 10.8 Base Mental State respectively, as well as 10 and 9% boost to LUK respectively.
