A City is an Agency Location where various political buildings can be built, Disciples can be recruited, and Mortals can be invited to the Player Sect through Adventuring.
Spirit Master Hall[]
The Spirit Master Hall is the most important building in the City Agency. It allows the Agency to recruit new Mortals to the Sect. These Mortals can be sent either to the Player Sect or to another Agency. It is built in 1 day and cost 50 Wood.
Recruiting Mortals[]
Each Recruitment costs 100 Influence, and has a cooldown time of 24 hours. Only Humans can be recruited from the Spirit Master Hall[1].
The number of recruits available depends on the Agency's Population, as well as the time of day[2].
- The base number of recruits (
human
) depends on the Population.- If the Population is less than 10,000, 4-8 base recruits appear at random.
- Otherwise, the base recruits number is Population/1000, plus or minus 5. At maximum Population of 400,000, this is 400.
- The base number is then multiplied by sin(p), where p is the number of seconds in the day divided by 600, in pi radians, followed by rounding up, and capping between 100 to 5.
- The results can be observed in the following table. The best time to recruit is at 12pm, where the number of recruits is maximized.

Regardless of the number of recruits available, a maximum of 10 Mortals can be recruited from each location per recruitment session. The larger the number of potential recruits, the better the chance that one with high statistics will show up.

Each of these buildings is built in 1 day and cost 50 Wood.
Discipline Temple[]
- The Discipline Temple unlocks the Abstinence Policy.
- Successful events result in more Stability which affects city population.
Secret Pavilion[]
- The Secret Pavilion unlocks the Plotting Policy.
- Successful events result in reducing the followers or attractiveness of other Sects or increasing your own.
Divine Temple[]
- The Divine Temple unlocks the Preaching Policy. Despite the name, it does not involve Shendao Cultivation.
- Successful events result in increasing your followers in that city.
Recruitment Bonus[]
